The Task Group on Building Relocation is chaired by Tim Krahn, a former member of the Standing Committee on Housing and Small Buildings. CHBA is an observer on this Task Group. The TG held its first meeting to discuss its mandate, which is exploring enabling code changes on how homes can be moved to new locations instead of being demolished, which supports environmental and economic goals, with potential to reduce demolitions significantly. Vancouver alone, apparently sees 14,000 demolitions annually.
Key issues identified include gaps in building codes across jurisdictions. National codes mention 'relocation' but lack clear guidance on whether to treat relocated homes as existing buildings or new buildings. Provincial codes vary in how upgrades are applied to relocated buildings. Ontario’s code is notably different, referencing relocation under renovation rules.
Discussions also covered transport impacts (e.g., having to lift power lines, or making structural modifications to transport homes), safety during relocation, reuse of materials, and how new foundations may trigger “new building” requirements—potentially undermining relocation benefits. Local requirements like snow loads and spatial separation (from adjacent buildings for fire safety) also need review and would likely comply to 'new building' requirements .
Members agreed on the need for harmonized code provisions and possibly illustrated guide notes to support safe, effective relocation practices.
