The Task Group (TG), chaired by Ulrik Seward, reviewed proposed revisions to Code Change Request (CCR) 1816 with the group, limiting its applicability to buildings under 18m in height, max occupancy would be reduced from 60 persons to 30 persons, and clarifying the CCR 1816 scope to Part 3 residential major occupancy buildings only. Reasoning behind this revision was harmonizing with practices in Seattle and BC, and limit the scope to ensure this code change could be explored thoroughly during this code cycle, with discussion about Part 9 single egress to occur at a later date.
The group also received updates from various Single Egress Working Groups (WG) and Task Groups. Accessibility discussions emphasized the importance of pressurized refuge areas and elevator-based egress in fire scenarios. The Risk Assessment WG revised its scope to include broader safety comparisons, areas of refuge, and sprinkler scenarios. Comments were raised about unaligned goals of the WGs and TGs on the objectives of Single Egress, with calls for further collaboration between all WG/TGs.
A presentation from the City of Seattle highlighted the rationale and history behind its Single Exit Stair (SES) provisions. Seattle’s fire department, rated Class 1, supports SES through rigorous annual inspections, robust water infrastructure, and localized code amendments. The presenters emphasized that SES can be safe and effective when paired with pressurization, sprinklers, and short egress paths, but noted the need to consider local conditions and regulatory frameworks when evaluating similar approaches in Canada.
