A TG member presented an overview of barriers affecting modular construction, including limited industry familiarity, AHJ uncertainty around certification, inconsistent permitting practices, unclear responsibilities, gaps in standards for transport and installation, variation in CSA A277 adoption across provinces, and the reliance on alternative solutions due to proprietary systems.

The group then discussed which of these barriers can realistically be addressed through the National Building Code. Some members agreed that this is largely a training and capacity-building issue outside the scope of the code.

For the second barrier—AHJ uncertainty about certification processes—some members agreed that the NBC cannot address or explain the certification system, since certification lies with CSA, PT legislation, and the factories themselves. CHBA highlighted that modular builders can send the same module model to neighbouring municipalities and receive different interpretations from the AHJ, leading to unexpected delays and additional red tape.

Regarding inconsistent permitting requirements and varying code interpretation. Members agreed that inconsistent permit application requirements fall under provincial/municipal authority, not the NBC. However, inconsistent code interpretation could be addressed if the group later identifies specific provisions that need clearer wording or explanatory notes. This item, along with the remaining barriers, will be discussed at the next meeting.
