The TG discussed whether 2030 greenhouse gas emission factor (GEF) data should be based on projected or historical values. Members noted that it is currently unclear how the projected values were developed, but emphasized the importance of maintaining consistency with the 2025 approach, which uses projected data, rather than switching to historical values. As a result, the Chair will request a presentation from Environment and Climate Change Canada (ECCC) to explain how projected (regulated) GEFs are determined, with further discussion to follow. It was also noted that the 2025 Code uses a current gas GEF methodology and a methodology for projected gas GEFs is under development. In addition, the group set a goal to include on-site renewables in the 2026 public review for both prescriptive and performance paths. For the prescriptive path, CHBA suggested assigning compliance points for installing a defined amount of on-site solar. For the performance path, CHBA proposed accounting for renewables by subtracting total on-site PV electricity generation from total building electricity use.
