The Task Group (TG) on Modular Construction met to continue its review of the Literature Review on Barriers to Modular Construction and Codes Canada staff analysis, to determine which issues could be addressed through changes to the National Building Code (NBC).
A significant portion of the discussion centred on regulatory clarity and consistency, particularly the role of authorities having jurisdiction (AHJs). The TG reaffirmed that education, training, and general familiarity with modular construction are outside the scope of the NBC. However, CHBA emphasized that inconsistent interpretation and application of code requirements by AHJs continues to create practical challenges for modular builders, particularly where certified factory work is re‑inspected on-site. While permitting processes themselves were confirmed to be outside the NBC scope, the group agreed that clarifying code provisions that lead to varying interpretations remains a valid and important area of work.
The TG discussed CSA A277 extensively, noting ongoing confusion about its procedural nature, responsibilities before and after factory certification, and how it applies differently to Part 9 and Part 3 buildings. There was general agreement that many of these concerns are expected to be mitigated through PCF 2157, which clarifies enforceable use of A277, but that additional analysis is needed. The group agreed to break these issues into sub‑topics for further review.
Issues related to transportation, lifting, and placement of modules were agreed to be outside the NBC’s mandate, as these relate to logistics and means and methods rather than building design and construction. Similarly, discussions relating to inter‑modular connections and proprietary systems were deferred pending publication of CSA Z251 (Design of Volumetric Modular Structures).
