The focus of the meeting was the review of a Proposed Code Change (PCF 2157) related to off-site (in-factory) review requirements for modular buildings. Three options for the code language were discussed, each addressing how certification under CSA A277 would be recognized in terms of compliance with off-site review requirements.

After a thorough discussion, consensus was reached in favour of Option 2, which clearly states that prefabricated buildings, modules, or panels certified in accordance with CSA A277 by an accredited organization are deemed to comply with the required off-site review. The group preferred the language “shall be deemed to comply” for its clarity and certainty.

CHBA suggested that an explanatory note should be added to clarify the scope and intent of the new provision. Some members felt it would help AHJs understand the certification process and their ongoing responsibilities.

The meeting concluded with agreement to proceed with Option 2 as the recommended code language, and with plans to further discuss and potentially develop an explanatory note before the next NMCC on Housing Supply meeting.
