Task Group on Housing and Small Buildings for Alteration to Existing Buildings

The Task Group (TG) reviewed a table presenting variances among some Provinces and the Vancouver By-Law relating to means of egress in existing buildings (see specific topics of discussion below).
Doorway Requirements
-The TG reviewed differences in doorway requirements for existing buildings across provinces, including Quebec, Ontario, Nova Scotia and PEI, along with the Vancouver By-Law, and the TG reached consensus to recommend harmonizing using the least restrictive approach, primarily drawing from Ontario and Quebec models, and to include compensating measures where appropriate.
Dead-End Corridors
-The TG discussed the varying rules among provinces for dead-end corridor lengths and agreed that existing dead-end corridors can remain if they are not altered and do not introduce additional risk, while new corridors must meet current code requirements. Further details from Quebec will be reviewed to finalize the wording.
Bedroom Egress
-The TG compared requirements for egress windows and doors in new and existing bedrooms. Ontario and the National Building Code (NBC) require new bedrooms and suites to comply with Article 9.9.10.1, which sets rules for egress windows, including minimum clear opening area and dimensions, with exceptions for sprinklered suites or direct exterior access. The TG decided that new bedrooms in existing houses must meet current code requirements.
