Task Group on Accessibility in Dwelling Units

TECH - Building Code Meeting Briefs

November 6, 2025

The Task Group (TG) reviewed Code Change Requests (CCR) on exterior entrances, emphasizing space for future accessibility features like lifts or ramps. CHBA brought up challenges that included zoning, setbacks, topography, and costs. Codes Canada staff will continue developing this Code Change Request and gather input from jurisdictions such as Nova Scotia.

Another CCR requiring electrical outlets near entrances for future power door operators was considered practical and low-cost; development will proceed.

Increasing minimum interior door widths for mobility aids was deemed important, with attention to anthropometric research and renovation challenges. Adequate maneuvering space around doors and in vestibules will be addressed alongside door width and travel paths, noting that some issues may be solved by removing doors.

Threshold rules inside dwelling units were found unnecessary and closed. Adaptability for accessible hardware and low-opening force were also rejected as they can be handled during renovations.

Requirements for finished flooring were deemed outside the National Building Code’s scope and the CCR was rejected. Requests related to public water closet doors, exit doors, and Part 3/Part 9 alignment were outside the committee’s mandate and will be forwarded.

The meeting concluded with plans for further research, impact analysis, and prioritization of key requests before the next meeting, which is planned for December.
