National Model Code Committee on Harmonization of Alterations to Existing Buildings

Codes Canada staff delivered a presentation summarizing the work completed during the 2025 code cycle related to alterations of existing buildings. This included the development of Part 10 of the National Building Code (NBC), which defines an existing building as one constructed at least five years ago. The presentation covered the scope of Part 10, its structure, and the rationale behind exemptions and relaxations for certain building types, such as heritage buildings and temporary structures. Also, the framework for future requirements, the use of triggers to differentiate between major and minor alterations, and the importance of coordination across technical committees.
The committee then reviewed the draft of NBC 2025 Part 10, which includes placeholders for future sections on fire protection, structural design, HVAC, and more. A comparative summary of provincial and territorial codes was also presented, highlighting similarities and differences with NBC Part 10 (and Ontario’s Part 11).
The committee confirmed the formation of several task and working groups, including those focused on fire protection, egress, accessibility, change of use, structural and earthquake design, and housing and small buildings.
The next AEB meeting will potentially be face-to-face (TBD) in late October.
