National Model Code Committee on Alterations to Existing Buildings

The committee reviewed the new provisions for alterations to existing buildings, emphasizing the need for a consistent national framework. The structure of Part 10 was outlined, and the importance of harmonizing requirements across jurisdictions was highlighted to reduce confusion and regulatory variation.
The committee also discussed how proposed change forms (PCFs) would be divided among working and task groups for further development.
Three code change requests (CCRs) were reviewed. The first concerned harmonizing the definition of “alteration” in English and French, which will be handled at the committee level. The second proposed additional fire alarm and detector requirements for existing unsprinklered buildings, and it was suggested that the fire protection task group review this, with attention to harmonization. The third request is about sealing gaps for air and pest control during construction or renovation. CHBA voiced its concern about scope creep and confirmed that this issue had already been addressed in the previous Standing Committee on Energy Efficiency (SC-EE) meetings; no new provision was deemed necessary.
Finally, the committee outlined its work plan, establishing task groups and working groups and timelines for public review and reporting requirements were also discussed, ensuring everyone is aware of the schedule for the 2030 code cycle.
