Significant discussion focused on proposed Objective Statement 6, originally developed under PCF 1998 for inclusion in the 2025 Code but deferred to the 2030 cycle for further development. A consultant-led review, undertaken by Stantec with working group oversight, is examining how the proposed Objective OS6 may apply in 13 locations currently referencing Objective Statement 1 Fire Safety. A preliminary report is expected by March 2027, with proposed changes targeted for the October 2027 public review. Concerns were raised by Alberta and BC members, as well as CHBA and the Canadian Wood Council, regarding the scope and governance of the work. There was a clear preference that activities beyond the initial consultant assessment be managed at the task group level. The Chair will bring forward a recommendation to revise the terms of reference accordingly.
Progress updates were provided across several task groups. The Task Group on Energy Retrofits continues to assess implications for spatial separations with exterior foam plastic, with PCF 2095 pending review. The Task Group on Encapsulated Mass Timber is examining draft PCFs 2260 and 2261. The Task Group on Energy Storage Systems has aligned definitions with the Canadian Electrical Code and continues to work on PCF 2162. The Task Group on Single Egress reported substantial progress, including completion of Phase 1 and expansion of scope to mixed-use buildings. Key issues include fire door management, fire service response capacity, and technical concerns related to elevator configurations and building height measurement.
A follow-up meeting will be held shortly, with a broader two-day in-person meeting planned for October 2026 in Vancouver.
