Advisory Council for Harmonized Construction Codes

Advisory Council for Harmonized Construction Codes

Building Code Meeting Briefs

September 10, 2025

The meeting opened with a review of previous actions, including the submission of a memo to the Canadian Board for Harmonized Construction Codes (Codes Board or CBHCC) on embodied greenhouse gas emissions. The Codes Board Co-Chairs updated members on progress toward the 2030 National Model Codes, noting approvals for new accessibility provisions, renewable energy measures, and performance-based solutions for fire safety and seismic design. They also announced that updates to referenced documents will now be processed annually, with code printings at the start and midpoint of each cycle. Staff explained that updates to referenced standards will be processed annually but only incorporated during regular code publication cycles, aiming for greater agility and coordination.

An Enbridge employee reported on the affordability breakout group, convened by Frank Lohmann (CHBA), which is developing recommendations to formally integrate affordability and cost neutrality into the codes. The group is also reviewing international practices and ways to improve impact assessments, with discussion highlighting the need to consider cross-sector impacts and gather broader stakeholder feedback.

The meeting concluded with a reminder about the upcoming public Codes Board meeting in Montreal on October 23rd, which will be available both in person and virtually, and participants were encouraged to check the board’s website or contact the Codes Board Secretary for details.
