ACHCC Affordability Breakout Group – Meeting 8
ACHCC Affordability Breakout Group – Meeting 8
December 11, 2025
In this meeting the CHBA-led group addressed document access issues for members to ensure everyone could collaborate efficiently. They carefully reviewed comments from two members within the document to clarify the document and improve its accuracy, for example by adding links to cited documents.
A major focus of the discussions was setting affordability limits for building code changes, with the rationale that unchecked cost increases can make homes unaffordable for buyers and renters. Members emphasized tracking costs early and throughout the process, so expensive changes can be adjusted or removed before sending proposed changes for approval. They discussed the need to balance core needs (e.g. safety), potentially optional needs (e.g. greenhouse gas emissions), and affordability, noting that some requirements—like mandatory air conditioning—should be evaluated for cost and benefit in all regions and population groups. The group plans to finalize the affordability limit section and continue refining their recommendations before presenting their work in the spring to the ACHCC.
