This meeting of the CHBA-led Affordability Breakout Group focused on refining draft recommendations on clearer, more accountable processes in code development. The group debated how to set and manage a total cost limit for all code changes in one code cycle, considering regional differences and the challenge of balancing national and local affordability. Two new principles were proposed: following the ‘least-cost’ regulatory practice and requiring proof that ‘benefits outweigh costs’ for any added requirements. Members also discussed the need for transparent decision rationales and comprehensive impact analyses. Concerns about automatic updates to standards were voiced as standards do not have any cost reviews. The group reviewed international examples and agreed to expand references for future recommendations.
