Task Group on Public Comments

This is the first meeting of the Task Group (TG) on Public Comments. The mandate of this TG is to:
- Review Public Comments on Proposed Changes for the Fall 2024 Public Review
- Determine the scope of research needed, if any, to help in addressing public comments
- Recommend possible committee actions to address public comments, for consideration by the National Model Codes Committee on Climate Change Mitigation (NMCC-Miti)
- Suggest post-public review changes to the Proposed Change Forms (PCFs), if needed, for consideration by NMCC-Miti
- Provide recommendations to NMCC-Miti on whether or not post-public review changes, if any, warrant forwarding the PCFs to a future public review
- Identify any policy-related comments, to forward to the Canadian Board for Harmonized Construction Codes (CBHCC) through NMCC-Miti
Codes Canada advised that new "operating procedures" to replace the 2016 policies and procedures had been approved by the CBHCC but have not been published.
PCF 2056 (Energy Modelling Software Requirements) and PCF 2067 (Documentation on Exceptional Calculation Methods) were reviewed by the meeting attendees, and the members reached a consensus to permit any external modelling calculations not to comply with ASHRAE 140 if it complies with Part 8 of the NECB instead.
PCF 1823 (Thermal Characteristics of Fenestration and Doors) is now in its second public review due to previous revisions to the PCF during its first public review which was deemed to cause an adverse public reaction. CHBA staff and the fenestration industry were able to generate a lot of support for our comments including being well received by Codes Canada staff. Members reached a consensus to add an appendix note explaining how the newly introduced cooling intensity can be calculated.
PCF 2026 (Operational GHG Emissions: Tiered Prescriptive Requirements in the NBC) was presented and CHBA suggested several revisions to the possible committee actions which were adopted. The meeting ended before consensus could be reached.
The TG meeting will continue next week to finalize the discussion on PCF 2026 and PCF 1950 (Protection from Precipitation of the Rough Opening Sills for Windows and Doors).
