Standing Committee on Use and Egress (SC-UE)

Building Code Meeting Briefs

November 26, 2024

The SC-UE met to review the public review comments that were submitted on the remaining proposed change forms (PCFs) for adaptability and visitability requirements being proposed for dwelling units, as well as "possible committee actions" to address each comment including those submitted by CHBA raising questions about process and potential impact on warranty of waterproofing materials.

In response to a question related to whether the Committee required a response to their July 30, 2024 memo to the Canadian Board for Harmonized Construction Codes prior to making a recommendation, the chair advised that he had received direction from the Board to move forward.

Staff advised that the Standing Committee on Housing and Small Buildings had recommended PCF 2030 Structural Strength Requirements for Reinforcement to Washroom Walls to Support the Future Installation of Grab Bars’ for adoption in the 2025 NBC, pending public review comments.

The SC-UE voted to recommended the remaining four proposed changes be included in the 2025 NBC with minor changes to some:

  1. PCF 1882: Reinforcement to Washroom Walls for the Future Installation of Grab Bars: Shower and Bathtub  Requirements
  2. PCF 2031: Reinforcement to Washroom Walls to Support the Future Installation of Grab Bars for Toilets
  3. PCF 1884: Paths of Travel Within a Visitable Dwelling Unit
  4. PCF 1958: Washrooms in Visitable Dwelling Units

The update on single egress research and a possible errata to one of the proposed changes will be addressed on December 16, 2024, during the last meeting for this Committee.
