Building Code Meeting Briefs

June 4-June 6, 2024

The Standing Committee on Energy Efficiency (SC-EE) had a face-to-face meeting to discuss several Proposed Change Forms (PCF) to be published in the 2025 National Model Codes and also discussed PCFs currently part of the Spring Public Review and the upcoming Fall Public Review. 

The following PCFs were voted on and passed for publication to be included in the 2025 National Model Codes: 

  • 1824 (Scope and Application of NBC Part 10) 

  • 1857 (Application of NECB Part 3 to the building envelope subjected to alteration) (minor editorial changes which were supported by the window industry during the meeting) 

  • 1858 (define the application of NECB Part 4 to lighting systems subjected to alteration) 

  • 1859 (define the application of NECB Part 5 to HVAC systems subjected to alteration) 

  • 1991 (Scope and Application of proposed Part 13, NECB) 

  • 1825 (Alteration of service water heating systems) 

  • 1826 (replacement of fenestration, doors and skylights) 

  • 1827 (Airtightness of altered air barrier systems) 

  • 1828 (Alteration to HVAC systems) (minor editorial change to add an exemption for GHG) 

  • 1829 (Thermal characteristics of above-ground opaque building assemblies) 

  • 1850 (Thermal characteristics of building assemblies below-grade or in contact with the ground) 

  • 1868 (NECB energy use intensity compliance path) 

  • 1869 (NBC energy use intensity compliance path) 

  • 2003 (NECB operational GHG emissions) 

  • 2004 (NBC operational GHG emissions) 

  • 1838 (Prescriptive trade-off path – HRV/ERV and building envelope) 

  • 1890 (Prescriptive trade-off path - Energy conservation points for energy performance tiers 3, 4 & 5) 

  • 1923 (Prescriptive trade-off path – Building envelope) 

  • 2000 (Prescriptive trade-off path – Oil-fired furnaces) 

  • 2001 (Prescriptive trade-off path – Air-sourced heat pumps) 

  • 1830 (Prescriptive “Packages” – Tier 5) 

  • 1821(NECB Thermal bridging requirements) 

  • 1653 (Use of the term “Grade” in the NECB) 

  • 1962 (Use of the term “Grade” in the NECB) 

  • 2009 (NECB climatic values) 

  • 2011 (Service water heating equipment efficiency table) 

  • 2056 (Energy modeling software requirements) 

  • The following PCFs were deemed to have significant revisions and will go back out for the Fall Public Review 

  • 1814 (Removing NLA) (was originally deferred and will now be withdrawn and “folded” into PCF 1819) 

  • 2026 (NBC prescriptive operational GHG emissions) (an NRC researcher had modeled the original table using heat pumps incorrectly therefore the proposed energy tiers were too low. The revised tables were presented with higher energy tiers. Another option was presented by a SC-EE member to use points instead of using energy tiers. Additional modeling will be required and therefore it was deemed to be a significant change) 

  • 1823 (Thermal characteristics of fenestration and doors) (The window industry made several excellent recommendations which were discovered through the research completed by the AVFQ – Association de Vitrerie et Fenestration du Quebec. The revised tables now include all climate zones. Although the members agreed that the revisions were appropriate a few members felt that the changes were significant) 


The following PCFs were reviewed and will go to cross-committee coordination: 

  • 1954 (Using measured airtightness in administrative) 

  • 1813 (Definition of “Existing Building” and “Heritage Building”) 

  • 1863 (NECB, Alteration of lighting systems) 

  • 1864 (NECB, Alteration of HVAC systems) 

  • 1865 (NECB, Alteration of service water systems) 

  • 1861 (NECB, Alteration of electrical power systems and motors) 

  • 1866 (NECB, Alteration of electrical power systems and motors) 

  • 1990 (Term “Alteration” in the NECB) 

  • 1989 (NECB, Application of a new part on operational greenhouse gas emissions) 

  • 2016 (New abbreviations related to operational greenhouse gas emissions) 

  • 1951 (Continuity of insulation) 

  • 1840 (Use of the term grade in the NECB) 

  • 2067 (Documentation on exceptional calculation methods) 

  • 1942 (Gender-neutral pronouns in the NBC) 

  • 1944 (Gender-neutral pronouns in the NFC) 

  • 1945 (Gender-neutral pronouns in the NECB) 


The following PCFs and topics were discussed during the meeting and an update was provided: 

  • 1822 (Thermal bridging in 9.36) there are additional meetings scheduled to discuss thermal bridging and the chair is hopeful that it will be part of the Fall Public Review 

  • 2057 (Update to ASHRAE 140) was abandoned due to complications as current models would not pass 

  • 2061 (overheating in dwelling units) Several members had concerns with this PCF such as: how will AHJ confirm this? Relative humidity is not accounted for, 26 degrees Celsius with 40% RH for example is somewhat comfortable and would likely not cause health problems. Should overheating even be governed by the National Model Codes? ASHRAE is not a straightforward calculation. F280 may not be the appropriate reference standard.
