Building Code Meeting Briefs

The Standing Committee on Energy Efficiency (SC-EE) met for their 26th meeting. The National Research Council Canada (NRC) provided a presentation on accessibility Proposed Change Forms (PCFs) 1762 (illumination levels) & 1769 (lighting within an occupied washroom). SC-EE provided their feedback, some members felt the proposed minimal timeframe of illumination in an occupied washroom was subjective and should be increased other members added that the international standard reflects what is currently in the code. Members did concur that whatever timeframe of illumination was agreed upon will have negligible impact on energy use. PCF 1769 will go to SC-UE (use and egress) and SC-HSB (housing and small buildings) for review and may not make it into the 2025 codes. PCF 1762 will be sent to SC-HSB for review. Lisa Hasan presented minor revisions to prescriptive trade-off path PCFs 1889, 1888, and 1834, she was tasked with replacing dashes with a zero to accommodate interpolation in the energy conservation measure tables. PCFs 1889, 1888, and 1834 were voted on and passed to be sent to CBHCC for a decision on publication in the 2025 codes. PCFs 1812 (NBC) and 1839 (NECB) on alterations of existing buildings have gone through cross-committee coordination and will be sent to the Canadian Board for Harmonized Construction Codes (CBHCC) for a decision on publication in the 2025 codes. There were two new PCFs presented to the standing committee which are 2056 (NECB) and 2057 (NBC). These proposed change updates the ANSI/ASHRAE Standard 140, 'Method of Test for Evaluating Building Performance Simulation Software' to its 2023 edition and adds a new Article on acceptance criteria for energy modeling software. SC-EE will create a working group for these PCFs and present their findings at the next face-to-face SC-EE meeting in Ottawa (June 4-June 6).
