National Model Code Committee (NMCC) on Fire and Life Safety

The National Model Code Committee on Fire and Life Safety (NMCC-FLS) met for the first time in Ottawa to complete outstanding tasks carried over from the previous code development system and to begin work for 2025-2030 code cycle. The Chair is Peter Senez, Principal at SenezCo, and the staff contact is André Laroche.

This new committee is responsible for fire and life safety requirements in Part 9 and Part 3 of the National Building Code as well as the National Fire Code.  CHBA is an association stakeholder member which allows us to participate and influence the process but not be part of the new consensus process.  CHBA is also unable to participate on any working groups.  

Codes Canada staff advised that new policy documents were available on the Canadian Board for Harmonized Construction Codes (CBHCC) website and that all members should review them.  However, CHBA pointed out that the new polices and procedures referenced in the agenda package are not available on the CBHCC website.

Codes Canada staff provided an orientation on the harmonized code development system including the strategic priorities and tasks identified to date.

The committee reviewed new terms of reference (ToR) for the NMCC-FLS that had been approved by the Canadian Board for Harmonized Construction Codes, as well as the ToRs for the following new task groups and working group that were fine-tuned during this meeting:

  1. Additional Considerations for Energy Retrofits in Existing Part 9 Buildings (ERetroPart9)
  2. Task Group on Encapsulated Mass Timber Construction (EMTC)
  3. Working Group on Fire-Resistance Rating (FRR)
  4. Task Group on Energy Storage System (ESS) and Electrical Vehicle (EV) Charging
  5. Task Group on Single Egress (SE)
  6. Task Group on Hazardous Processes (HAZ)

Work on fire performance of floor assemblies in houses is on hold, pending direction from the Canadian Board for Harmonized Construction Codes.

The committee also reviewed public review comments on proposed change 1872 regarding fire protection requirements for EMTC during construction and agreed to the proposed changes to the requirements in the 2025 National Fire Code, with revisions based on public comment.
