The Task Group reviewed public review comments that had already been submitted before the deadline for the Public Review (Jul 29, 2024). The most significant comments were submitted by the HVAC Designers of Canada (HVACDC), suggesting that CSA F280 cannot be used for what the proposed change requires it to do (single room analysis) or for exempting where cooling may not be needed (room temperature analysis). The proposal from HVACDC to write a guide for adapting CSA F280 for BC where the code already includes a mechanical cooling requirement for a single room, and then to reference it nationally, may not work with the national codes deadlines.
The TG also discussed the overall process of analyzing comments. CHBA suggested to provide short generic possible committee actions based on the same subjects and make sure they are consistent with the rationale in the Proposed Change Form (PCF) or aligned with the TG discussions.
A big discussion circled around which rooms should be permitted to constitute the “single space" to which the requirement for mechanical cooling would apply.
Some revisions to the PCF were approved - mostly for clarity and consistency in code references.
